LAW ADOPTED SPECIALLY BEFORE ELECTIONS
26 April, 2012

Interview with philosopher Zaza Shatirishvili

Based on the information submitted by Ministry of Finance and Economy of Ajara, ‘International Transparency – Georgia’ concluded that last year Ajara Government through direct selling, for symbolic price alienated 52 objects. The price of each sold object is no more, no less than GEL 1. Among the purchasers is Giuli Alasania, the President’s mother to whom on December 5, 2011Ajara government sold former building of Public Registry for GEL1. Last week presentation of a very interesting initiative –‘lottery of checks’ took place. This idea was noted as ‘revolutionary’ by the President. We are talking about current important events of our country with philosopher Zaza Shatirishvili:

Q. – Bidzina Ivanishvili’s movement held constituent convention of ‘Georgian Dream-Democratic Georgia’. Chairperson of the ‘Georgian Dream-Democratic Georgia’ will be lawyer Manana Kobakhidze. This decision was taken by the delegates at constituent convention of the Party. But according to lawyer Archil Kbilashvili, very soon Bidzina Ivanishvili will by all means become the chairman of the Party.
Z.P. – The decision is temporary because Bidzina Ivanishvili can’t be elected the chairman of the Party till making the amendments to the constitution that enables citizens of EU countries to participate in Georgian elections. Before that, in order to avoid different interpretations and hearsay, not a well-known politician but a new face, at the same time well-known figure in NGO sector and jurisprudence Manana Kobakhidze was appointed the Chairperson of the Party. It will be very difficult for the authorities to spread gossip and saturated-with –intrigues information about her.
Q. – In Tbilisi, some people dressed in plain clothes took in unknown direction Lasha Gogoreliani, brother of Levan Gogoreliani, a member of Bera Ivanishvili’s Georgian Dream Studio, former employee of ‘Rustavi 2’ entertainment program. Gogoreliani was released later but it remains a fact that an unimportant event at one glance- changing of work by some actors- was followed by a sharp reaction on part of a certain person…
Z.P. – Let’s have a sober and realistic look at all these and say that those who moved to Ivanishvili’s camp were not just several actors but members of authorities’ ideological front. For the authorities the decision of these boys is treason. So, whoever decides to get involved in this struggle must be ready for everything. The decision of ‘Comedy Show’ boys was a really serious blow for the authorities; that’s why the reaction was so sharp.
Q. – Davit Usupashvili, leader of Republican Party declared: ‘these authorities need to be changed quickly because they are violators and first of all – of Constitution’.
Z.P. – Whatever Usupashvili says is absolute truth. It’s obvious that the Constitution is not a Constitution and this was known before as well; just like many other things that don’t correspond to the name they bear and don’t fulfill the role they are charged with in normal countries and societies. Chamber of Control and its chairman are also part of the party in power, i.e. the names and reality don’t correspond to each other. The Constitution in Georgia doesn’t have the same significance as it has for instance in the United States of America or France.
Q. – Donald Trump, American billionaire was met with fanfare at Tbilisi airport. I understand that investments bring joy and they must be welcome but still Trump is a private person, not an official state functionary – what can the image of our country gain from such posh reception?
Z.P. – It’s a fine comparison, the question already bears the answer and this answer is correct. Donald Trump, an American businessman is taken for a functionary and meeting him with such fanfare is quite logical. It’s like meeting of Soviet-times director of GUM (General Department Stores) or TSUM (Central Department Stores) or Secretary of the Central Committee (of Communist party). For them business isn’t a private sphere, it’s a part of powers. Meeting them in such a way is the consequence.
Q. – Public servants won’t be obliged to present declarations to the Ministry of Finances. In this regard an amendment will be introduced to the law on ‘Public Service’ that is discussed by Parliamentary Commission of procedural issues. How effective and adequate such an initiative can be and what’s more, during pre-election period?
Z.P. – For the pre-election period it exactly is effective because public servants- and they are not small in number- participate in it. Such loyal decisions will be additional stimulus in order to have a feeling of having a master in order to be more active in pro-authorities propaganda or carrying out of other machination.
Q. – Official Moscow is amazed that Georgia still retains the status of NATO membership. According to ‘Ria Novosti’, Sergei Lavrov, the first person of Russian Foreign Office declared about it at a press conference held within the frame of NATO-Russia Council meeting in Brussels. ‘All this still causes our concern because we don’t want another destabilization in Southern Caucasus due to another adventure of this person’, said Lavrov. In correlation with elections, how disturbing can be this declaration?
Z.P. – It’s a very insidious declaration. Actually, Georgia has no chance to enter NATO. Thus, Russia artificially agitates this issue bargaining with USA. The current situation with regard to Georgia is ideal for Moscow. It will try its best to prolong the status quo.

Scandalous Detail of August War
Umpteenth violation of International Agreement on the part of the Kremlin

The August war in 2008 left indelible trace in the minds of many people world over thanks to a number of video and photo materials depicting Russians grabbing and taking away weaponry and military machinery of Georgian Army but this Blitzkrieg war had another episode, which did not take up the headlines. It should have caused an international scandal for sure. Now it’s late.
ne of the Georgian Army units which retreated from its Tskhinvali outskirts position in August 2008, brought 16 Strela-2 - man-portable, shoulder-fired, low-altitude surface-to-air missile system – to Tbilisi. This weapon was abandoned by Russian instructors and Ossetian separatists fighting Georgian troops.
PROSPECTS OF GEORGIAN-RUSSIAN DIALOG
After several-year interval Georgian-Russian dialog has ensued. What does Georgia expect from this dialog with 88% of its population, supporting relations with Russia? Answer to this question is intertwined with the reasons that conditioned increase of the supporters of the dialog with Russia while Russia as an image of enemy, is considered as a stigma for the last 20 years and not only desire of relations but even mentioning it in a slightly positive context, was almost equivalent of expulsion from the society.
‘TONE OF FOREIGN PRESS CHANGED CONSIDERABLY’
‘Akhalaia’s release in return for ambassadors is inadmissible’

There is a smell of new provocation in the air in Georgia that is called ‘religious confrontation’. Our compatriot Christians and Muslims declare that instigators are trying to aggravate the situation. This way or that way the authorities didn’t have adequate and timely reaction; we may get a result that even the instigators of this escalation didn’t want or expect. The expert Kote Zhgenti hopes that the situation won’t aggravate. According to him the authors of this artificial process don’t consider that interests of the country may be sacrificed to all this.
‘UNLESS WE HELP, SYRIA AND EGYPT WILL BE REPEATED’

‘Georgian authorities are doing everything for blood-shedding’

High-ranking diplomats and International Organizations can’t hide their concern about the events undergoing in the country. OSCE sees the signs of Leninism and according to Terry Benhem, an American expert on election issues, adviser of NGO ‘Open Democracy Committee’, the voters’ lists, fines and rule of law are under a question mark in Georgia.

Everybody and everything in Georgia are in possession of pre-election fever. The authorities being under time pressure because of Ivanishvili’s unexpected appearance in politics can’t cope with issuing fines or other sanctions. It seems they hope in Saakashvili’s team that victors are not judged… We are talking about the peripety in Georgian politics with political scientist Mamuka Areshidze.

LOBBYISTS’ WAR FOR GEORGIA

Why didn’t Saakashvili have face-to-face meeting with State Minister?

Against the background of recent appointment/sacking process conducted by the authorities, UN General Assembly’s resolution on Georgia was left beyond public attention. With this issue we began our interview with Mamuka Areshidze, an expert of Caucasian issues:

“Sarkozy Was Minister of Internal Affairs Too Before Becoming President”

Appointment of currently former Minister of Internal Affairs Vano Merabishvili to the post of Prime-Minister of Georgia overshadowed nearly all other recent political events. Is it promotion of Vano Merabishvili or downgrading of his power? We put this question on the top of issues discussed in our interview with political expert Soso Tsiskarishvili.

‘WE WANT FAIR ELECTIONS IN GEORGIA’

Interview with Mathias Huter, Austrian expert of ‘International transparency - Georgia’

Activity of NGOs and media has shown that with coordinated and uncompromising work, results can be achieved even in Georgia. From time to time the readers will learn the point of view of representatives of this sphere. Today we offer an interview with Mathias Huter, Austrian expert of ‘International transparency – Georgia’. He has been working in Georgia for more than two years and has more or less familiarized himself with Georgian way of life.

NOBODY CAN SAY WHAT PUTIN WILL DO

Last week three Georgian soldiers fell victim while fulfilling their peacemaking  mission in Afghanistan. Last week we also learned some strange news: the Justice House in Tbilisi is allegedly being built by hired 150 Chinese laborers. For the performed work they get GEL 70 a day. God save us from xenophobia but while by official data over 60 % of population is unemployed, such management of construction, to put it mildly, is not clear. We discussed these and other important issues of the last week with Ramaz Sakvarelidze, a political scientist:

MECHANISM THAT CAN CONTROL ANYBODY

Interview with Kakha Kakhishvili, an expert of election technologies, political scientist

Mikheil Saakashvili, President of Georgia seems strained indeed but he stubbornly doesn’t mention the name of his main rival Bidzina Ivanishvili, the newly-come-to-politics billionaire. We discussed in details the issues of home and foreign affairs with Kakha Kakhishvili, an expert of election technologies, political scientist.

POLICY OF ‘PICKING UP THE MIDDLE ROWS’ IS FULFILLED SUCCESSIVELY

Politicized Avenue
30 May, 2013
We the Georgians love venting our political feelings in the street. A street-oriented political life is what makes us feel alive and kicking. Street has its unequaled charm and magic, and power too, used when political concerns and pains have to be gotten off our aching chests. As a matter of fact, we as a nation are politically more natural in the open air than indoors. We are suffocating inside an edifice even if its air is conditioned. We breathe better in the street – the political oxygen is better felt and taken in there. Streets make us feel more liberated where democracy seems healthier and more feasible. Streets are free from governmental duress, cultural conscience, social restrictions, economic plight, political inequity and intellectual responsibility.
